BBC Gaza Programme Deemed a 'Serious' Breach of Media Standards, Says Ofcom

The British broadcaster was found to have committed a "significant breach" of industry standards by omitting to mention that the narrator of a film about the Gaza situation was the child of a Hamas official, as ruled by UK media regulator Ofcom.

An investigation by Ofcom into the programme Gaza: How to Survive a Warzone has concluded that the documentary was "materially misleading".

The head of the BBC had earlier expressed regret, noting there had been "a serious error in relation to accuracy".

Ofcom has directed the broadcaster to broadcast a prime-time announcement about its decisions.

"As this represents a serious breach of our regulations, we are instructing the broadcaster to broadcast a announcement of our findings against it on BBC2 at 9pm, with a schedule to be determined," the regulator stated.

'Potential to Damage Credibility'

The watchdog's announcement stated: "Our probe determined that the film's failure to disclose that the voice's male guardian held a role in the Hamas-administered authority was substantially inaccurate.

"It meant that the audience did not have vital facts which may have been highly relevant to their judgment of the presenter and the content he shared.

"Trust is at the heart of the connection between a television network and its public, particularly for a national broadcasting corporation such as the BBC.

"This failing had the risk to undermine the significantly high degrees of trust that audiences would have invested in a factual film from the broadcaster about the Gaza conflict."

The programme was withdrawn from iPlayer in the month of February after the narrator's familial connections were revealed, and in the month of July an corporation's own inquiry determined it violated the broadcaster's content policies on factual correctness.

A corporation official said: "The Ofcom ruling is in accordance with the conclusions of Peter Johnston's review, that there was a serious error in the documentary in relation to the broadcaster's journalistic policies on factual correctness, which corresponds to regulation 2.2 of the regulator's media standards.

"We issued an apology for this and we agree with the authority's determination in complete. We will comply with the sanction as soon as the schedule and wording are determined."
